On the morning of January 31, 2019, voter representatives from Runyi Law Firm arrived at the first polling station of the 30th Electoral District in Putuo District—Huashida Ercun Neighborhood Committee—to participate in the by-election for deputies to the Putuo District People's Congress.

The by-election for deputies to the Putuo District People's Congress was characterized by a tight schedule and heavy workload.
